i guess it's open to interpretation, but my answer would be yes. British is the demonym for Great Britain, which does include Scotland. They wouldn't consider themselves English, rather Scottish, but England+Wales+Scotland make up GB.

Many Scots would likely kill you if you referred to them as English.
