You have to have an extremely withdrawn personality as well, or you can be outgoing in a way that tends to turn a lot of people off and be obese/ugly. Or have just some other strange thing about you, or like a criminal record that we should fear. Yes, it's hard to judge objectively, but try for the heck of it. I don't think you'd all find me creepy, but you wouldn't be jumping all over me to be my friend, either.
