Unexpected, yes. Reasonable, also yes. I don't think it has any real affect on any future political aspirations she may have though.

By resigning as Governor she can run for the Senate Seat that will be vacated in 2010. Then after being in DC and getting some Senatorial experience, she'll run for president in 2012. She'll loose out to Mitt Romney but he can pick her as the VP nominee again. I don't think he will, I'd like to see a Republican Ticket of Romney & Gingrich.

Given that her chances of being a serious candidate were approximately 0 I wouldn't say that this makes a major impact.
