Maybe because they think it'll make more people like them, they don't feel like discussing their opinion, or many other reasons. If we are friends then I normally tell the truth unless it's something that will hurt them and you can get by without telling them anything. If I don't like the person then I tell them whatever will make them stop talking to me.
