What stops you from programming your browser to make it load the themes that you pay for by leeching off the .css file or making your own custom .css file to load?

Nothing. If your browser can do that, and Firefox, Safari, I think can do all that, you can do whatever you want. Hatt has done this with greasemonkey scripts to customise his theme for LiveWire.
