You filled out a MER and got your response. That picture featured a number of (probably underage) girls who were damn close to naked. You can play all innocent, but that picture was inappropriate for the site and all others like it similarly get removed as soon as we find them.

Sadly for you, the image guidelines here don't function on a scale that judges what is relatively better or worse.
I've bolded the portion that applies to you
Maximum file size of 2048 Kb.
Format of GIF, PNG or JPG.
Images which are extremely offensive, sexually explicit, vulgar (e.g. shock images), or depict self-harm are not permitted.
