After that it was kind of pandemonium. The U.S. marshals were saying a third plane was coming in. They said there were bombs in all the buildings around there."

How does that change a thing? The officers and firefighters on scene assumed there would be more than two because they had no idea what was happening. I know quite a few police officers and also know firefighters that were on the scene and all said that they were convinced for days that the two planes were only the beginning. Just because someone made the assumption that it would be worse than it was does not prove anything.

Thats funny that United States Federal Marshals would say that there is bombs in the buildings. Why would a Federal Marshal say that if its untrue? Why would that even come to mind during a event unless it was true?
