Clearly, you haven't been to Vegas. At Circus Circus (the hotel with the MASSIVE carnival/game room), you can't win EVERY time, but you can win, they don't rig them. It's ACTUALLY skill there. I agree though, in general, they're rigged in one way or another. Usually it either that the claw is too loose to pick it up, or when it gets to the top it jerks to make it fall. Lame really...
