why is it more ~personal~ and girls get ashamed more if they are caught in their bras and panties?

fucking makes no sense.bikinies can show WAY more than bras and panties and guess what?? they go out in PUBLIC in a bikini.

if some girl was walking down a busy street in summertime in bras and panties..i bet many people would..put some clothes on for fucks sake!! but if she were in a bikini they would just be like "whatever" except the guys you know.
