On average, lower, because the majority of crimes are committed by dumbasses who dont know what they are doing. Criminal masterminds are not a myth, they are rare. The criminals who know what they are doing, probably have a higher IQ.

Ill name a few Al Capone, John Dillinger, Bernie Madoff, Frank William Abagnale, Jr. Some people were so good at what they do, they were hired by the government to stop others from doing the same. I cant find out the name, but a guy who was supposedly the best thief in America is now writing books on how to prevent break-ins.

A little of both, really. He was almost a ghost. He only got caught because he broke one of his rules. He broke into large mansions with heavy security and got away with it.
