I live in the midwest and it seems like every year on the 4th of july it rains and then by evening the weather is clear enough to pop off fireworks... anyone else ever noticed that?

That is strange. It rained on the 4th of July here last year while I was downtown for the fireworks with some friends. Fortunately, it stopped in time for the show to go on!
