There are actually statistics on how many people of each race is in the world or USA.

But there are no real stats on how many people are "Racist" - unless you can find some.

Whites are over 70% of the USA - but 63% of the hate crimes.
Blacks are about 13% of the USA - but 21% of the hate crimes.

There are 221.3 million Whites in the USA - and 40.9 million Blacks.

With that - you can find the statistics, per capita, of each race (Percentage of people per race that committed hate crime).

For Whites it's:

Divide them :)

Anti-white bias and anti-black bias does not ALL come from black-on-white and black on white crime. There can be asians and others involved too. so using the population argument to suggest something about disproportion of  black on white hate crime is completely bunk.

All it says is that blacks are more victims than whites. And since yes whites are in greater population then there are probably  more whites committing hate crimes on blacks.
