If you have a full or restricted, you're free to drive in any state. If it's a permit, you must obey state laws.
You are able to drive in NY with a permit at sixteen, so you should be okay, but I couldn't tell you for sure. Call the DMV.

Yes, since you are from out of state. I remember when I lived in New York, but still had Michigan plates. lol, I was suppose to get some kind of inspection but never did.
